Sarah was the director of FDA's Division of Freedom of Information for over 10 years before leaving the agency in 2025 to bring her expertise to the other side of the process. At FDA, Sarah oversaw the largest FOIA operation in the Department of Health and Human Services. During her leadership, she cut FDA's FOIA backlog by over 70 percent and modernized the agency's FOIA processes.
Sarah has served on the National Archives' FOIA Advisory Committee, contributing to federal recommendations on disclosure policy and practice, and speaks regularly on public records strategy alongside journalists, agency officials, and fellow practitioners. She is a board member of the American Society of Access Professionals.
Through Kingswood Transparency Group, she now brings that inside knowledge of how agencies actually process requests and appeals to clients who face the challenge of navigating complex public records laws to get the information they need. Her clients include law firms, industry, academics, public interest groups, and journalists.
